Capacity Building for Healthcare Personnel to Manage Pharmaceutical Services at ART and NIMART Sites, October 2015 to September 2016

SIAPS supported the Ministry of Health and Social Services to enhance capacity of pharmaceutical HR to manage pharmaceutical services in public health facilities in Namibia. The major objectives of the activities were to build HR capacity in pharmaceutical management and service delivery for improved HIV and AIDS treatment outcomes and improve availability and use of pharmaceutical service data for improved quality of ART services. Activities comprised onsite staff mentoring through supportive supervision visits and training sessions adapted to the needs of the target healthcare workers.

Quality and Safety of HIV/AIDS Medicines in Namibia October 2015-September 2016

In the last five years, SIAPS has provided technical assistance to the Namibia Medicines Regulatory Council (NMRC) to strengthen its capacity for registration and quality testing by training technical staff in medicines dossier evaluation, developing guidelines for conducting the routine PMS of quality of medicines, and collecting medicine samples at selected ART and TB treatment sites for laboratory testing. SIAPS mentored and provided guidance and technical support to NMRC staff and other personnel in conducting efficient dossier reviews for the registration of ARVs, anti-TB, and other essential medicines. Consequently, intensive dossier review sessions were organized and fully funded by NMRC after effective and successful transition of the activity to NMRC for sustainability. SIAPS provided technical assistance to the NMRC to develop guidelines and collect medicine samples from seven priority regions (Kavango East and West, Khomas, Ohangwena, Omusati, Oshana, Oshikoto, and Zambezi) and one urban hotspot (Grootfontein [Otjozondjupa]).

Training on Pharmaceutical and Medical Commodities Supply Chain Management in Humanitarian Response Settings

Most NGOs and partners who work with OFDA face significant challenges in pharmaceutical procurement and supply chain management (SCM) as well as difficulties complying with OFDA policies, procedures, and funding/donation requirements. OFDA seeks to ensure excellence in its operations and programs and continues to push for significant changes to establish a humanitarian aid system that is more nimble, effective, and accountable. To accomplish this, OFDA requested technical assistance from SIAPS to develop training materials and facilitate two rounds of training for staff of its collaborating humanitarian aid partners and local and international NGOs. This training will help to ensure that appropriate procurement and SCM is implemented for the delivery of quality-assured pharmaceuticals and medical commodities to conflict-affected, internal, and cross-border displaced people. The objectives of the training program were to build the capacity of humanitarian aid partner staff on humanitarian SCM for the effective delivery of pharmaceuticals and medical commodities.

Laboratory Information Management and Utilization Training

The training materials in this compilation were developed by technical advisors from SIAPS. The training was conducted in November 2014. This will serve as a guide for trainings in LIMU. Sessions follow the spectrum of information management from data organization, analysis, and interpretation to the utilization of information for information sharing, planning, and decision making. A stakeholder analysis, which is important to prepare and disseminate audience-specific reports, is also included.

Human Resource Capacity Development for ART and Pharmaceutical Services in Namibia, October 2014-September 2015

SIAPS Namibia applied the capacity building approach to support the Ministry of Health and Social Services to enhance the capacity of two local training institutions—UNAM-SoP and the NHTC—to train pharmacists and PAs, respectively. With SIAPS technical assistance for defining a career path for PAs, UNAM-SoP started training pharmacy technicians, a new cadre in Namibia. SIAPS also continued its efforts to enhance the capacity of individuals through pre- and in-service training to ensure that health workers have adequate skills to administer quality pharmaceutical services. The capacity building interventions were done through training workshops and on-the-job technical assistance provided during support supervisory visits (SSVs) and remotely.

Leadership Development Program Training to Strengthen Pharmaceutical Management in Sierra Leone

In May 2017, SIAPS held a Leadership Development Program (LDP) training to build the capacity of the Directorate of Drugs and Medical Supplies (DDMS), district and hospital pharmacists, and SIAPS field staff. It was the first such training in the country.  The program aims to train pharmacists on basic principles and practices of good leadership, management, and governance to help them identify challenges like system and budget constraints—and to lead their teams in handling them with maximum efficiency, collaboration, and transparency. Another training goal is to help pharmaceutical managers optimize the SIAPS-supported Continuous Results Monitoring and Support System (CRMS), which has been implemented nationwide. The training created a pool of local LDP facilitators who can extend their knowledge to other DDMS staff and to pharmacists throughout all 13 districts in Sierra Leone.

Factors Associated With First-Line to Second-Line ART Regimen Switching Identified in the APMR Data Systems in Swaziland

In Swaziland, many observations have revealed that approaches to using the patient and logistics data from the Antiretroviral Therapy Patient Monitoring and Reporting (APMR) and RxSolution data systems were not always comparable, and results of data analysis from these electronic systems have not been adequately incorporated into decision-making processes. To bridge such gaps, a capacity-building initiative was started to ensure adequate training and demonstration of how the data in these electronic systems could be used for targeted programmatic data analysis and research to improve decision making. Through engagements with the MOH, a joint decision was made to study the factors associated with switching regimens from first-line to second-line ART that were identified in the APMR data management systems.
