Rapport de quantification des intrants antipaludiques, 2016 – 2021

Pour informer le Ministère de la santé (MS) de la Guinée des besoins du pays et assurer un approvisionnement suffisant en produits antipaludiques, il est essentiel de développer des prévisions précises et reproductibles et un plan d’approvisionnements pour les besoins futurs. A cette fin, le groupe technique – gestion des achats et des stocks (GT-GAS), composé d’acteurs clés venant du Programme national de lutte contre le paludisme (PNLP), de la Pharmacie centrale de la Guinée (PCG), de la Direction nationale de la pharmacie et du médicament (DNPM), de l’Instance de coordination nationale (ICN), de la United States Agency for International Development (USAID) – Guinée, de Systems for Improved Access to Pharmaceutical and Services (SIAPS) et de Catholic Relief Services (CRS), a tenu un atelier de 10 jours pour produire des prévisions de besoins en intrants antipaludiques sur 5 ans et un plan d’approvisionnements sur 3 ans.

Deployment of the HIV and AIDS Commodity Management Tool OSPSIDA in Six Focus Countries in West and Central Africa: Benin, Burkina Faso, Cameroon, Guinea, Niger, and Togo

The availability and quality of HIV commodity, including antiretrovirals and HIV test kits, increases the demand for HIV care services and enables the scale-up of antiretroviral therapy. In West Africa and Central Africa, stock-outs often occurred because of poor coordination and information sharing among partners and lack of a reliable early warning system.

With funding from USAID West Africa and in collaboration with West African Health Organization and key stakeholders involved in the procurement and supply management at country and regional levels, SIAPS has provided supports to six countries in West and Central Africa: Benin, Burkina Faso, Cameroon, Guinea, Niger, and Togo. These countries will set up a web-based early warning system known as the HIV and AIDS Commodity Management Tool (OSPSIDA) to monitor HIV and AIDS commodities.

Transition of the HIV and AIDS Commodity Management Tool (OSPSIDA) to the West African Health Organization and Cameroon: Lessons Learned and Recommendations

USAID’s West African office asked SIAPS to provide support to six countries in the West and Central African region—Burkina Faso, Benin, Cameroon, Guinea, Niger, and Togo—to establish a web-based regional dashboard (OSPSIDA.org) that will create an early warning system (EWS) to monitor HIV and AIDS commodities and to detect and minimize the risk of stock-out in the focus countries.

In pursuit of this objective, and to ensure local ownership and long-term sustainability, the West African Health Organization (WAHO) has been involved since the project’s inception and has provided useful input during the design phase and official launch in Accra in April 2014. However, for the long-term sustainability of the dashboard and in an effort to support WAHO’s strategy of setting up security stock for West African countries, it is necessary to transfer the dashboard to WAHO’s Essential Medicines and Vaccines Program  as its final home.

Technical Brief: HIV and AIDS Commodity Management Tool

Alerts on stock-outs of lifesaving antiretrovirals emerged in a number of countries in the West African region in 2012 and 2013. Several root causes for this have been identified, including a lack of tools to improve the sharing of HIV and AIDS commodity information among stakeholders for faster decision making. This greatly affects the ability of partners to anticipate the needs of the host country, leads to delays in providing support, and creates doubt in the mind of the donors as to actual needs.

The USAID-funded SIAPS Program, implemented by Management Sciences for Health, has provided support to six countries in West and Central Africa—Benin, Burkina Faso, Cameroon, Guinea, Niger, and Togo—to set up a web-based EWS to monitor HIV and AIDS commodities.

Continuous Results Monitoring and Support System Tracks Post-Ebola Recovery in Sierra Leone

The catastrophic Ebola epidemic that began in 2014 aggravated Sierra Leone’s already weak pharmaceutical supply system. The country’s pharmaceutical storage, handling, distribution, and waste disposal programs were in dire need of improvement. A “push system” of standardized medicine deliveries without reliable use data compromised inventory control and accurate forecasting, leading to frequent stock-outs or overstocks. Cost recovery also functioned poorly, potentially impacting future health care resources.

The Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program, implemented by Management Sciences for Health (MSH), received two years of funding in September 2015 from the US Agency for International Development (USAID) to provide technical assistance for rebuilding and strengthening the post-Ebola pharmaceuti-cal supply chain management system in Sierra Leone. SIAPS helped the country institute a continuous results monitoring and support system (CRMS) to assess baseline challenges in pharmaceutical management and regularly track and support improvement in key areas. The CRMS uses a series of indicators to track and monitor factors that influence medicine availability and disease case management. Developed in Ethiopia in 2009 to bolster malaria treatment, CRMS has proven valuable in tracking performance trends so that partners and stakeholders can come together to address service gaps.

Strengthening Post-Ebola Recovery and Resiliency in Four Countries

A strong pharmaceutical management system is critical for responding to and preventing public health emergencies. The US Agency for International Development (USAID)-funded Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program, implemented by Management Sciences for Health (MSH), is helping four countries affected by Ebola—Sierra Leone, Guinea, Mali, and Benin—recover and rebuild essential drug management and delivery services and to increase their capacity and sustainability. The two-year project began in 2015.

Systems for Improved Access to Pharmaceuticals and Services: Malaria Quarterly Update – January—March 2016

Working closely with the President’s Malaria Initiative (PMI) in both Washington and PMI- focus countries, the US Agency for International Development (USAID)-funded Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program aims to ensure the availability of quality pharmaceutical products and effective pharmaceutical services in support of PMI objectives. To this end, and based on the PMI’s priorities, SIAPS endeavors to improve pharmaceutical governance, build capacity to manage malaria products while addressing the information needed for managing them, strengthen financing strategies and mechanisms to improve access to malaria medicines, and improve the quality of pharmaceutical services provided to malaria patients.

The SIAPS technical approach emphasizes health systems strengthening with a special focus on improving metrics, monitoring and evaluation (M&E), developing the capacity of local governments and organizations, and increasing country ownership. Through this approach, SIAPS aims to promote the availability and use of malaria products, including artemisinin-based combination therapy (ACT), rapid diagnostic tests (RDT), and medicines for severe malaria. At the country level, SIAPS collaborates with national malaria control programs and Central Medical Stores (CMS) to develop and implement strategies to strengthen pharmaceutical management to prevent and improve case management of malaria. Areas supported by SIAPS include: training; quantification; strengthening supply chain systems, including logistics management information; community and malaria case management; rational use; and medication safety. SIAPS works to strengthen malaria pharmaceutical management at the national level in Angola, Burundi, the Democratic Republic of the Congo (DRC), Ethiopia, Guinea, Mali, Niger, and South Sudan. In addition, SIAPS provides regional support in Latin America.

This report describes the major activities that SIAPS conducted at the global level and in each of the countries and region mentioned above between January and March 2016.

Malaria PMI Quarterly Updates April-June 2015

According to the World Health Organization (WHO), 1 malaria mortality rates fell by 47% globally, and by 54% in Africa between 2000 and 2013. During this period, an estimated 4.3 million malaria deaths were averted globally, primarily as a result of the scale-up of interventions. However, much remains to be done. Although 55 countries are on track to reduce their malaria case incidence rates by 75%, in line with the World Health Assembly and Roll Back Malaria (RBM) targets for 2015, these countries account for only 3% of all malaria cases.
